In the main, Mr Packham compliments the approach taken in our paper and welcomes it. We have carefully noted his comments on the potential difficulties associated with the approach taken on the basis of COSHH Essentials principles. We as authors, the Health & Safety Executive, and the Editorial that precedes our article (Oldershaw, 2003) recognize that the banding approach should be regarded as an important additional tool in the armoury for controlling workplace exposure to chemical agents.

We are confident that in the future our approach will be supplemented by other methodologies to take account of those chemicals without the hazard classification under the new and existing European substances regulations.
